I’ve heard nothing about Belle being in the wish world or not. Adam answered a question about why Zelena wasn’t in the wish world the other day and his response was “who says she’s not” so I wouldn’t expect him to be any clearer on Belle than that. I imagine she’ll get a mention or a short cameo. I doubt she has much of a role in the wish world though just because she’s not particularly important to Emma or Regina who the wish world revolves around.
Regina and Emma are gonna need Rumple’s help to get home, almost certainly. And for that they’re gonna have to strike a deal. I know this is likely to NEVER EVER happen but I like the idea of Regina bargaining with the information that possibly other!Regina has Belle sequestered away somewhere.

And we get a final shot of Rumple finding 50 year old Belle alone in a cell somewhere. Locked up for 30 years again but this time, time was moving.
Or she got released, went home, married some rando and had a bunch of kids and Rumple just looks on sadly.

I have a happier speculation. Rumple was imprisoned under Regina’s palace not under Snow and Charmings. So who says he’s been locked up for 30 years? I mean I know wish world doesn’t have to have any logic, or reasoning for why things happened. However, in reality nothing would have kept Rumple from Bae, and he wouldn’t have had a ‘magic bean’ just laying around.
So maybe Snow and Charming made a deal with him. We will give you “anything” if you give us something to defeat the EQ. Rumple would have been all “a deal only works if there is two interested parties, and the EQ being defeated doesn’t suit me.” – maybe he says why, like “ok irritating royals, I will grant your fondest desire for one magic bean” or something. Anyway, upshot is Rumple got Bae back to the EF, the EQ was banished and all was well. Rumple never wanted Cinderella’s baby anyway so no reason to lock him up.
Which means that Rumple and Belle could have been happy together for years, before something happened (perhaps Bae’s death) that meant Rumple was imprisoned under the EQ’s palace.
